1. There is no charge for using the library’s public Internet computers or Wi-Fi access. Sign in for Internet Computer use at the Circulation Desk.
2. Identification or a library card is required for using the Internet computers. Use will be restricted if there are charges in excess of $5.00 on your library account.
3. Children ages 12 and younger must have a signed parental permission form on file to use library Internet computers.
4. ONE HOUR COMPUTERS: You may extend your time if no one is waiting. Staff will let you know when your computer needs to be relinquished.
15 MINUTE EXPRESS COMPUTERS: Even if no one is waiting, please relinquish your computer for at least 15 minutes before using again.
5. Printers are behind circulation desk. 2 free copies, then 10 cents per page.
6. Please use good judgment in accessing Internet sites. Do not bring obscene or pornographic materials into the library via Internet or email.
7. Please finish computer use by 5 minutes to closing.
Helen McCune Children's Area, Children ages 4-12: Filtered Internet access. Ages 4-8 must have adult guardian present.
Teen Area, Young Adults, Middle School - High School: iMac Computers for teen-use only, during times school is not in session. At other times, general use is allowed.
Main Computer Area, for Ages 13 - Adult: Unfiltered Internet access. Available for children under 13 with parental permission only.
Reference Desk Area, for ages 13-Adult: Express Computers; 15 minute limit. Internet only.

About Your Pendleton Public Library Card
Your library card is your gateway to a world of information, including:
• Books, magazines, DVD’s, CD’s, and audiobooks.
• Computers with word processing, Internet access and many useful databases.
• Library databases which you can access from home, office or school - 24 hours a day, seven days a week - with your library card and password (PIN).
A Pendleton Library card is free to all City of Pendleton residents. Residents of municipalities that belong to the SAGE library system may use their home-town cards at Pendleton Public Library. A complete list of member libraries offering service to the public is attached.
Where can I use my card?
At any SAGE member library location - including public and college libraries in all counties in Eastern Oregon.
At home, school or office you may use Pendleton Public Library databases whenever you need them.
When does my library card expire?
Library customers are requested to renew their card and verify their address every two years to retain library card privileges.
How To Get a Card
Adults: Adults must provide a form of identification showing name and current address within Pendleton. (Acceptable forms of identification include a driver's license, a current utility bill, signed rental agreement, or official mail addressed to applicant postmarked within the last 15 days.)
Children: Children must be able to legibly print their first and last names to get a library card. Applications for all children and young adults under 18 years of age must be signed by a parent or legal guardian. The parent or guardian must present his or her identification as part of the registration process.
Special Use Cards: Adults who have recently moved to the Pendleton area and are not able to show a current address, may apply for a Special Use Card. This card has a two-item check-out restriction and is valid at Pendleton Public Library only. The card may be upgraded to full-use when appropriate identification is presented.
Children residing in household where their parent or legal guardian has obtained a Special Use card are also eligible for this type of card until identification is available.
Library Fines and Fees
Your library card and number are for your use only.
Take care of your card as you would a credit card. You will be financially responsible for all materials borrowed on your card, including any taken out without your permission unless the card has been reported as lost. You may report a lost card by phone or in person at the Pendleton Public Library.
Report a lost card promptly. You are responsible for materials borrowed up to the time the card is reported lost.
Lost Cards: For lost cards there is a $2 replacement charge.
For your protection, you are asked to present your library card every time you borrow materials. However, should you forget your card you may complete a “Forgot Your Card?” form. The information provided must exactly match the information on file for your name. After two “Forgot Your Card?” forms have been used, it will be assumed your card is lost. The card will be deleted and a new one issued for $2.00.
How long can I keep library materials?
Movies circulate for 7 days and may be renewed twice.
All other items circulate for 21 days and may be renewed twice.
Renewals may be made in person, online (www.pendleton.plinkit.org) or by phone (541-966-0380).
Materials that have been placed on hold for another patron may not be renewed.
Returning library materials
Materials may be returned in the outside book or media drop when the library is closed.
Materials may be returned at any SAGE member library.
Do not put money for overdue charges in the book or media drops.
Return overdue materials in person in order to clear any restrictions against your library card.
Overdue charges
These fees apply only to Pendleton Public Library materials. Fines may vary for materials belonging to other libraries.
The fee for past due items is 20 cents per item per day, including Sundays and holidays. There is a one day grace period before fines begin to accrue.
The maximum overdue charge is $5 per item.
Charges for damaged items which are repairable will be based on the estimated cost of repair as determined by the library. Charges for damages will not exceed the replacement value of the item.
What if I lose an item?
Depending on the age or popularity of an item, the library may or may not replace a lost or damaged item with the identical title. Payments made for lost items may be applied to the purchase of other materials that meet the needs of the collection and the community. Accordingly, the Pendleton Public Library does not allow users to buy or donate materials to replace those lost; the library will buy them.
Report the loss of an item immediately. Cost of the material is based on current replacement costs of an item of identical format, subject or type. (Example: a large-print adult-fiction, or library-bound children’s picture book). Replacement costs include the cost of processing the item for circulation.
If the item is found later, your money will be refunded, minus the $5.00 maximum overdue fee, for up to six months from the day you paid for the lost materials. There will be no refund for items returned more than six months after the date payment was made.
Once a damaged item is paid for in full the library customer may ask to keep it if desired.
Please retain the receipt you receive when paying for the lost item—it will make the refund process much easier!

Behavior Rules Governing the Use of Pendleton Public Library
The Pendleton Public Library's behavior rules have a threefold purpose:
1. To protect the rights and safety of library patrons
2. To protect the rights and safety of staff members
3. To preserve and protect the library's materials, facilities and property.
Persons who violate these rules may be ejected from the premises and excluded from all library premises for the period of time listed below, by authority of City Ord. 3658, Section 2 & ORS 164.205(2)(5).
Group I
Any person who violates rules in Group I will be immediately ejected and excluded from the Pendleton Public Library without first being given a warning. Any person so excluded shall lose all library privileges for a period of up to two years, and the incident will be reported to the appropriate law enforcement agency.
Group II
Any person who violates rules in Group II will be given up to two warnings at the discretion of library staff; then the person will be asked to leave the premises for the day. Subsequent offenses by that person will result in that person's immediate ejection and exclusion from the Pendleton Public Library. Any person so excluded shall lose all library privileges for a period of up to six months.
Group III
Any person violating the rules in Group III will be asked to leave the library until the problem is corrected.
Repeat Offenses
Individuals who repeatedly violate these Behavior Rules after having been previously excluded for library rule violations may face a longer exclusion than indicated in these guidelines. Repeat offenders need not violate the same rule to be subject to stricter enforcement and may not be warned that their behavior is inappropriate before being excluded.

- Committing or attempting to commit any activity that would constitute a violation of any federal, state or local criminal statute or ordinance.

- Being under the influence of any controlled substance or intoxicating liquor. Controlled substance as defined in ORS 475.005.
- Possessing, selling, distributing or consuming any alcoholic beverage, except as allowed at a library-approved event.
Group II
Any person who violates rules in Group II will be given up to two warnings at the discretion of library staff; then the person will be asked to leave the premises for the day. Subsequent offenses by that person will result in that person's immediate ejection and exclusion from the Pendleton Public Library. Any person so excluded shall lose all library privileges for a period of up to six months.
- Engaging in conduct that disrupts or interferes with the normal operation of the library, or disturbs library staff or patrons, including conduct that involves the use of abusive or threatening language or gestures, conduct that creates unreasonable noise, or conduct that consists of loud or boisterous physical behavior or talking.
- Using library materials, equipment, furniture, fixtures or buildings in a manner inconsistent with customary use; or in a destructive, abusive or potentially damaging manner; or in a manner likely to cause personal injury to the individual or others.
- Disobeying the reasonable direction of a library staff member.
- Soliciting, petitioning, or distributing written materials or canvassing for political, charitable or religious purposes inside the library building, including the doorway or vestibule of the library building or in a manner on the library premises that impedes access to the library.
- Interfering with the free passage of library staff or patrons in or on the library premises including placing objects such as bicycles, skateboards, backpacks or other items in a manner that interferes with free passage.
- Eating or consuming beverages in uncovered containers (covered containers include sports bottles, coffee cups with travel lids or similar) unless refreshments are provided as part of a library program or service.
- Operating roller skates, bicycles, skateboards or other similar devices in the library building.
- Using library facilities for soliciting of any kind.
- Smoking or other use of tobacco.
- Bringing animals inside library buildings (with the exception of service animals), except as allowed at a library-approved event, or leaving an animal tethered and unattended on library premises.
- Violating the library's rules for Public use of Internet computers which are posted at every search station.
- Sleeping in or on library premises.
- Improperly using library restrooms, including, but not limited to, bathing, shaving, washing hair, washing laundry and changing clothes.
- Using personal electronic equipment at a volume that disturbs others, including, but not limited to, pagers, stereos, televisions and cellular telephones.
- Leaving a child under the age of 10, who reasonably appears to be unsupervised or unattended, anywhere in or on library premises unless the child is attending a library sponsored program.
Group III
Any person violating the rules in Group III will be asked to leave the library until the problem is corrected.
- Entering library buildings with bare feet or a bare chest.
- Disturbing others because of offensive body odor.
Repeat Offenses

Both of these services are in keeping with the Library's overall philosophy of providing access to a wide range of information sources.
Policy
1. All notices, posters, and free literature must be approved and placed on the bulletin board or in the display rack by library staff. Staff may discard items not approved for placement, and excess copies of any items received.
2. Items will be posted or made available on an equitable basis, subject to available space, regardless of the beliefs or affiliations of the individuals or groups represented.
3. Religious materials are permissible for special events; materials which have the primary effect to proselytize for a single point of view will not be displayed.
4. Political materials in support of a candidate or public issue will not be accepted.
5. In general, no items devoted solely to the sale, advertising, solicitation or promotion of commercial products or services for a profit making business will be accepted.
6. Library staff will not actively distribute, or serve as a collection point of materials for non-affiliated organizations.
7. Posting of a notice or placement of materials in a display rack does not imply endorsement by library staff, library board or the City of Pendleton.

Loss of Privileges With Linked Cards

If an adult patron has overdue items or charges totaling $5.00 or more, that person will lose check-out and computer privileges until the record is cleared – or – until a payment plan is set up.
If a child (under 18) has overdue items or charges totaling $5.00 or more, that child and his or her parents or guardians will lose check-out and computer privileges until the record is cleared – or – until a payment plan is set up. This also applies if the child is now an adult, but the charges were accrued while the child was a minor.

ORS 108.040 Liability of parents for expenses of family and education of children. (1)(a) The expenses of the family and the education of the minor children are chargeable upon the property of both husband and wife, or either of them, and in relation thereto they may be sued jointly or separately.
If there are other minor children in the household, they will forfeit borrowing privileges until the record is cleared – or – until a payment plan is set up. Other minor children MAY use the computer.
The reason for applying this policy to all family members is so that people in a household with multiple cards do not use other household member cards to avoid paying charges.
